NYS inspection?

 I've been hearing horror stories about the new (in our area, anyway)
NYS inspection program. It sounds like, if certain "diagnostic
trouble codes" are in the computer's memory, you fail until either (a)
you get them cleared, or (b) you spend $500.

I'd like to have a better idea of what I'm up against before going in
for the test - stuff like, which codes are grounds for failure, what's
required to clear them ("drive cycles"), stuff like that. I can get a
scan tool. Is there a book or a URL that gives details?

(My inspection isn't till August, so I have a little time to get
ready.)

Some jurisdictions have a "test mode", where your information is not
actually sent back to your DMV. This allows you to see if your car will
pass before you have to commit yourself. It's worth asking your testing
station if such a thing is offered in NY.

The odds are in your favor. Failures are very much the minority.


Dontcha love governments? They're there to HELP, you know...

 I am a NYS inspector for the new program, if the check engine lite is on,
don't even take it in, it will fail immediately, second when connected to
the DMV system from your PCM, it checks the readiness of the various
emissions monitors, base on what year and what kind of vehicle a minimum
number of these monitors must be in the ready/active state. If the car has
had the battery disconnected or codes cleared/repaired a drive cycle must be
completed to reactivate the monitors, usually a day or two of mixed driving
rreaching at least 55 and other conditions must be met or once again it will
fail. It is not that big an issue for a properly maintained vehicle with no
on going issues with check engine lites. Are you having any related problems
now, let me know specifically what your immediate concerns are. We charge
24.95 to pre scan a vehicle for problems or just general diagnosis.Dealers
get at least double. History or pending codes do not generate a failed
inspection.

 Good info TeGGeR, NY has no pre inspection procedure, a customer could
request this, but he might as well spend 21 to have it inspected, problem is
if it fails you get a 10 day extension if the sticker has expired. Or the
remaining time left on the sticker.

AFAIK, yes, but it will not usually be on if a readiness flag is not set,
and these days, that's ground for failure as well, depending on your area.

I'm confused. In another message you say this:

generate a failed inspection."

"Pre-scan"... Does this mean just a visual inspection, and not an actual
hookup to the scan tool? Or can you hook it up to the scan tool without
having the info sent back to the DMV?

Also, how long are your test results good for?

 Lets say a customer is worried he won't pass or he wants it scanned for a
check engine lite we do our own scan not related to the dmv system, oour own
test results are for info only, no time issue, once we hook it to the dmv
system and it passes, it is good for 1 year.

I copied the following from the Arizona emissions testing web page. I
would assume that most states OBD emissions tests would be pretty
similar in order to comply with whatever federal guidelines they have to
comply with.

Simplified, I think it says:
- Make sure the Check Engine Light is working.
- Make sure the OBD connector has not been tampered with.
- Readiness monitor check (not sure what this means, but I think maybe
it means you have to have driven enough "drive cycles" since the codes
were last cleared to have the opportunity to set emissions codes?).
- Make sure Check Engine Light is being commanded OFF (no emissions-
related codes).

All of the above is just a guess - I write software for a living.

C. Onboard Diagnostic (OBD) Test:

The OBD test interrogates the vehicle's computer system to determine
emissions compliance and does not include exhaust sampling.

The test consists of verifying the operation of the malfunction
indicator lamp (MIL); confirming that the appropriate readiness monitors
are set; visually inspecting the diagnostic link connector (DLC);
determining if the MIL is commanded ?ON?; recording diagnostic trouble
codes (DTC).

The process is as follows:

1. Turn the ignition to ?Key On Engine Off? (KOEO) and observe the MIL;
the MIL must be lit. This portion of the test verifies MIL operation and
is commonly known as the bulb check. On = pass, Proceed to Step 2; Off =
fail, perform necessary repairs and reinspect.

2. Locate DLC and inspect for tampering (missing, loose, or damaged). If
the vehicle fails the DLC tampering inspection, do not proceed, perform
repairs as needed. Passing DLC, proceed to Step 3.

3. Connect approved scan tool to DLC. Turn ignition to ?Key On Engine
Running? (KOER) and observe the MIL. The MIL should light and then go
out during this phase. If the MIL stays on; the vehicle fails, perform
repairs and re-inspect. If the MIL stays off the vehicle is a pass.
Proceed to Step 4.

4. With the scan tool in the generic OBD mode, follow the scan tool
manufacturer's instructions to determine the following:

- Readiness Monitor Status: 1996 through 2000 model year vehicles are
allowed two or fewer unset readiness monitors for a valid test. 2001 and
newer model year vehicles are allowed one or less unset readiness
monitors for a valid test. If monitor requirements are not met, the
vehicle must be driven through a drive cycle until required monitors are
set.

- Observe the MIL status command to determine if the vehicle computer is
commanding the MIL to be on or off. MIL commanded off = pass, Proceed to
Step 5. MIL commanded on = fail, repair and re-inspect.

5. Perform the functional gas cap test as explained in Section V ?Fleet
Test Procedures (F).

6. After the vehicle passes all steps of the OBD and functional gas cap
inspection, record information on Fleet Vehicle Inspection
Report/Monthly Summary and complete the Certificate of Inspection.
