just a failed flasher.

Check all the bulbs first. A broken filament can cause all sorts of bizarre
turn signal behavior. If all the filaments are good in the bulbs I would
move on to suspect the flasher unit. There are two, one for the turn signals
and one for the hazard lights, switch them around for a quick and cheap
test.

Since you describe both the left and the right turn signals are not
functioning I would also suspect the multifunction switch or possibly the
hazard switch in the steering column.

I am sure someone will correct me if I am wrong but I believe that era of
Blazer has issues with the multifunction switch or the hazard switch
malfunctioning and causing all of the brake lights but the CHMSL (Center
High Mounted Stop Lamp) to not function. I know I have seen MANY like this
on the road, in traffic.
