 That 'sure doesn't look like a PS belt to me.....

That looks like a serpentine belt that has only one master adjustment
pulley which is up top usually.

Oh if I am wrong and that isn't the nut to take the pump off with like
it looks (hard to tell in the close up), you can use a box end wrench on
it just fine.

Craftsman (and I'm sure others) sell a hex insert that fits into sockets.
If you can fit a socket on the bolt, this should work. Basically you put
the socket on, then the hex insert and then use a wrench on it. The insert
comes in 1/4, 3/8s and 1/2 drives sizes and the hex side, at least for the
3/8s is 13mm.

 Ok, then a box end wrench it is then. I have some needle nose 'vise
grips' that also will squeeze in to places like that for a 'hold' if I
can turn the other end ok.

 Box end wrench. Come at it from the left side by putting your hand down
in the hole by the water pump.

I bet one of my swivel end box wrenches would easily fit.
They cost nearly $15 per wrench but I use them all the time
and have lost only one in 15 years.

...shows a guy's blurry hand coming in from the side (or is it front?) with a flat
wrench, after removing the belt shield. More room for the wrench to swing?

I certainly understand that! But, check w/an authority (prolly many
such will respond as soon as I post this) & be sure: could be that this bolt
just needs to be as snug as possible, yet loose enough to rotate the pump
and lock it down with the adjustment-bolt. HTH, and good luck, s

 Is that not just a nut on the end of a bolt? That sure was my
impression and on any power steering pump I have played with, you just
have to hold that nut or that nut is spot welded to the pump frame so it
doesn't move. You do the turning from the back side using the head of
the bolt....

Therefore it should be really easy to do. Worst is you hold that nut
steady with a box end wrench.
