No start in cold

 95 dodge avenger 2.0L fuel injected, won't start below -5C or so
(which isn't very cold). When you first start to crank it'll catch a
bit, sometimes actually seem to start, then die and no further
cranking will get it to fire. Every single time, if it doesn't catch
immediately it'll just crank and crank and not start. If this happens
the car has to sit for at least 48 hours and the next attempt has to
be in warm weather or it won't start. The gas is never touched but you
can smell gas sometimes. Removing the plugs shows them to be wet. The
car is useless, it hasn't started for weeks, it only runs when it's
above freezing. It seems to be flooding but I have no idea why. Any
suggestions?

basic question.
have you checked for spark at any of the cylinders?
When was the last plug change? rotor etc?
