 I'm pretty sure that even on your older TBI unit the ECM needs to see
the distributor reference signal from your distributor/module.­ There
is a 4 wire connection at the distributor base. The purple/white wire
is the high reference signal that the ECM uses to determine spark
timing in EST mode and as I'm guessing in your case, to tell the
injectors to operate.

Check that connector for damage or if it has pulled apart. Sometimes
the distributor and/or cap get whacked pretty good on a small block
engine swap so check the whole area back there out.

I'm not sure if you are interpreting the injector harnass voltage
correctly. With KEY ON one wire of each injector should read battery
voltage to GROUND. Don't ground your meter on the other harnass wire,
ground it to the frame. Then you should find battery voltage on one
wire of each injector harnass. If not look in the fuse box for one
labeled "injector(s)" I think, or "INJ" or something like that.
The other wire is what the ECM uses to ground the injectors momentarily
to operate them.

Diagnose, then repair. Pull the flash codes via the diagnostic connector

 Thanks for your replies guys:

I tried the flash codes, it flashes code 12. I Don't think it would
mater though, because for some silly reason, the Tow truck driver
disconnected the battery, when he towed it.
I looked over the wire harness, and pulled the wires to the injectors
out of the wire loom, It all looks ok, didn't see or feel any kinks,
tares, nicks, etc. but it's hard to do a real thorough job. I also
looked over the harness coming it the ECM, made sure the contacts were
clean and tight.

I also checked to see what the voltage was at the injector harness.
Looks like I miss read the meter the first time around, because all is
shows is 0.05 at the highest, mostly it was from 0.01 to 0.04

As far as fuses go, I have checked every fuse in the fuse block, If
there are any on the harness, I can't find it.
