Hey Ed,

I had this on a '99 9-3. In my case, the previous owner didn't use the
rear washer, just the wiper. We tried all the connections and found
that it was, in fact, a clog in the line from crystallized washer fluid.
I hope this isn't the case for you...I had to pull out the headliner
to get at that hose to check it out.
