Wow, Alex, it seems u might have access to a NA$CAR RuleBook.
OR u should do follow N much closer than most fans.
I can't even imagine what the exchange rate must be for
a NA$CAR Rulebook for u UKers ;)

That rule has been there for as long as I've been watching NASCAR races> live.>
Green flag conditions:>
If you speed *on* to pit road, then penalty is a pass-through penalty.> If you speed *off* pit road, penalty is pass-through.> If you speed both on and off pit road, then you come in for a stop & go.>
Speed on a pass-through penalty: You're back in for a stop & go.>
Yellow flag conditions:>
Go to the end of the longest line.>
I had to look up when the rules changed, as from my view as a newer fan> it's always been that way:>
The rule changed as a result of an incident at the Las Vegas race in> 2002. Mark Martin spun in turn 4 and was caught speeding as he headed> into his pit stall. This doesn't work as well as you might think...sometimes the MRN> folk get half a lap or more behind in their commentary. Listening> on the radio, you can't tell of course, so it has no effect.> Watching on the TV, on the other hand, when they're telling you> about what you saw happen in turn 1 while you're watching the> field run into turn 4, it's kind of annoying.

but that's not MRN's fault. it's probably the mandated FCC profanity
delay. at the track it seems pretty seamless when it's broadcast over
the track PA or if you are listening on the scanner.
