I ate in Cancun and Cozumel last week (cruise) and didn't get sick. Or are those resort areas profoundly different than inland Mexico?

Generally, they are better than most areas. That said, one of my worst episodes was about 18 years ago in Cozumel, with some chicken. It is so rare that I get sick anymore, in just about any country. I remember a few years ago, while in Venezuela, situations dictated that the only water to drink was tap water. I expected the worst, but had no problem whatsoever. I would caution infrequent travelers, though. When I am traveling with my kids, I give them very different eating and drinking instructions from the ones that I follow.
Rain tires are available for use as long as the rain isn't a downpour.
As for the water. All the teams and NASCAR are staying in first class hotels where you can drink the water. I'm sure that everyone took enough water for drinking at the track and all the teams and officials will be fed 2 meals each day at the track by a catering service for teams and the NASCAR Cup Chef for the officials.(the food was shipped in from the states, in fact, some of it had already been stolen as of yesterday) As long as everyone is careful where they go when they are away from the track, they should be okay.

I stuck with Corona when in Cozumel and Cancun. But the food was OK. I got the flu in Honduras; and it lasted all the way to Belize; but that had nothing to do with the water. I probably got the flu in New Orleans before getting on the ship.

Naw you gotta be careful. Do the same as I do when I go to e.g. Cyprus or other countries around the Mediterranian: ask to see how the ice is made. If it's in bags you'll be ok, or if they're using a purifier. But if they're using tap water, or won't show you, then don't have the ice.
That said, most holidays for me will involve some sort of motor racing, so it'll be either Le Mans or somewhere in the US. And Germany next year by the looks of things.

I find that all hotels in Mexico have bottled water for drinking. Actually, in most countries, that is the preferred method for drinking water. Drinking tap water is a US habit.

It all depends on how you want to live your life. The interesting thing I find these days is that after an extended stay out of the US, it takes a few days for me to completely adapt to US food and water.
I'm sorry but it sucks. What are they up to? Trying to ruin Nascar the way they ruined Indy cars. Lets keep it in the U.S. And keep the drivers from here. Now I hear one of them wants to have more starts in Nascar. Why? So he can send more US dollars over the border. Nascar should stay American and stay in the US. There are some people that drink bottled water because their systems cannot tolerate the amount of chlorine used in treated tap water. Not everyone does it as a yuppie affectation.
Not to mentione e-coli, coliform, or the other half-dozen things that cause boiled water advisories in various areas of the country on any given day.

Dunno about a rule change, but I am about 99.9% sure I heard that JC France was some sort of grandchild to one of the Bills (JC France was born in 1965, your guess is as good as mine) on one of the Sunday speed shows. I couldn't believe my ears when I heard Mike Joy state the Mexico City population (which I think he said was 20 million, so 18, 20, close enough). That is a pretty big reason indeed. Do they (N) race anywhere else that large in population, in the US or otherwise?
And to Weasel's point, it may not be that far off. Our lovely Prez seems to think that NAFTA and various other trade agreements in place with Mexico are necessary to "build a middle class" down there, and presumably stop the flood of illegals that come here to do that very thing. Whatever. I don't mind being the melting pot nation, just as long as the immigrants come here legally, get a SS number (and pay their taxes) and learn the language. That's my one big stickler about Mexican immigrants to our area (NC has had a huge influx over the past decade), and that's their reluctance to even attempt to learn English. Call me a racist if you must, but I don't think it's our place to learn their language if they're going to live here among us.

I have no qualms about NAFTA. If anything, it has made my business down there a little bit easier as far as not having to get a work visa everytime I go to a meeting. I still get one every now and then if there is an extended project, and it is offshore.
Racism, as it is defined here doesn't really fit. Most folks in the US think of Mexicans as brown skinned, black haired brown eyed people. In many rural areas, that may well be the case, but most of the folks in Mexico that I deal with are fair skinned. There is a fairly large middle class, and it is growing, but the reforms there move very slowly. What hurts the country the most, in my view, is a very poor transportation infrastructure.
As far as the Mexicans not learning English, most of them aren't here for the long haul, but will work to send money home. The ones that do want to participate do, in fact learn English. I, for one, am neither here nor there on the issue.

Mexico City is the largest in North America, so no, they don't race anywhere else even close to that large.
If you call Fontana part of LA (which is stretching it by an awful lot) then they'd be getting in the range of 2/3rds of Mexico City's population.
