Fontana race and runs third fastest he has to start 36th?

Or will the "nobodies" be mixed in with the other 35?

No. But it does mean that if 35 Joe Nobody's show up and out qualify 35
who ran last year, the Nobody's go home.

rules like that discourage new teams and fresh blood. the races should
be open to anybody who shows up with a car that meets the rules.
look at f1. they restricted the field to certain teams and privateers
beat it. when teams begain to fail there are no teams ready to take a
place in the field. a 24 csr field fell to 20, they are telling teams
they might have to run 3 cars. it's better to have a few go home
disappointed rather than to few on the track.
