 First thing you need to do is confirm fuel and spark.

 Maybe missing the heat shield that protects the starter motor. Had that
problem on a '79 Camaro, not sure whether or not it is relevant to a '91
Regal.

 Yes! Take it too a competent tech and have him evaluate the
problem. I'm sure you will find he can discover the fault and
correct it for you ;)
