Max proposes a reform of the FIA - the Senate votes in favour

 He reckons that the role of President is too big and that what is needed
is more of an FIA cabinet or government, so future presidency candidates
would run with a pre-determined team who would fulfil various roles
within the "FIA Cabinet".

The Senate voted in favour by a large majority, despite an attempt by
American Bob Darbelnet to turn it into a vote of no confidence in Mosley.
The lack of support for Darbelnet strongly suggests that should Max
decide to stand again in October he will have plenty of support.
