No. The US also taxes based on residency in addition to citizenship,
Since she's already a US resident, she's already been paying US taxes.

Here's a summary:

Most countries impose income tax based on:

*residency (if you live there, your worldwide income is taxable), and

*source of income (if income is generated there, then it's taxable
there, even if you don't live there).

The US follows the above principles AND they also tax based on:
*citizenship (if you're a US citizen, your worldwide income is taxable
in the US, even if you don't live in the US, and even if the income was
not generated in the US.

So, she's not going to pay more taxes. But what she's assured is that
if she ever moves outside the US, her income will still be taxable in
the US.

P.S. There are some credits and exemptions that can be taken to reduce
or eliminate double taxation (ie. more than one jurisdiction wanting
the tax on earnings). Still, the very fact that the US imposes tax
based on citizenship is very unusual.

 If you've ever tried to file for a tax refund in the US as a non
resident you soon learn how much they can screw you over...
I gave up on $500 refund because the only hope after two years was a
lawyer..
