Under the testing limitations each team can test as much as they like on
up to 30 days with two cars in action - theoretically for most of the
season there is enough light to test from say 07:00 to 21:00, or 28 car
hours per day. The Friday testers get one car for two hours, equivalent
to an additional 38 hours over the season - about one and a half days
extra.

It's a small perq for the weaker teams.

No - I don't agree with that. The big 4 (McLaren, Williams, Ferrari &
Renault) were clearly superior to the others in 2003, and hence the
others were given the asistance, as generally those were the teams
doing much less testing. Last year, BAR clearly made the leap across
the gap, making a big 5. Either give the extra car to all 10 teams (as
I believe, at least in the past, the tracks were registered for 30
cars for practice) or just the last 5.

You've omitted the point that BAR actually came 2nd in the Constructors'
Championship. It's hardly a 'big five' - McLaren's performance was so
dismal that they have earned the right to a third driver. Williams were
lucky to scrape into 4th place. At the moment it's a 'big three'. (The
reason for a 'big four' is that awarding points to the top eight finishers
automatically favours the top four teams - if they are good enough, of
course.)

I believe he was going for something like, Ferrari do things that other
teams are not allowed to do, but you consider them the perfect team.
McLaren are following the rules the same as every other team and you
slander them as unsportsmanlike.
