Before the stewards cleared them they had already filled out the six forms
to protest the other cars in order to test this. However it became academic,
they thought, once they were cleared. The scrutineers failed to look at the
other cars in the same detail. There still hasn't been an explanation for
this except Max saying there was no need as they were not under suspicion.

Rather more than that. The BAR lost 12kg IIRC when drained. Most of that was
in the collector.

that makes sense to me depending on the order in which cars were
checked and released, e.g. non-point-scoring cars first, 4th - 8th
next, and podium cars scrutinized last and perhaps more thoroughly.

I've read elsewhere, Ferrari, McLaren and Sauber were all running the same
system.

I believe on a TSN broadcast (I think before the Saturday qualifying) --
there was discussion that several other teams had ordered new fuel systems
for Spain (the implication was that Ferrari was among them -- but they were
careful about what they said -- to avoid "libel" issues - their
characterization)
