stalling/hesitation

 85 econoline stalls/hesitates.
Will stall when accelerating after slowing to or an almost stop. Not
noticeable when engine is warming up and on choke idle. Seems idle speed
is lower when this occurs.

New plugs, inline fuel filter.

Otherwise seems to run pretty well. Does start immediately hot or cold.
