A few months ago I drove through Carroll County on MD 32 and was surprised to see massive earthworks in progress near the convergence of MD 32 and MD 851 (Springfield Avenue). The first thing that struck me was that the earthworks were designed to eliminate the dangerous setup of the intersection today, where a driver heading north on 32 can go around the corner and immediately be confronted with a red light and cars waiting at it, thus leading to the possibility of a major crash.
However, the massive re-shaping of the ground and the scope of earth movements on either side of the formation suggest a project aimed at more than a simple flat intersection between 32 and 851. The closure and demolition of short sections of Cooper Drive and Main Street, approximately an eighth of a mile from the 32/851 intersection, also suggest a more major project.
Does anyone with access to SHA information (i.e. Mr. Kozel) know what else is happening here?
