April 28, 2005 Notice:>
* Mariners are advised that major bascule construction of the new> Woodrow Wilson Memorial Bridge outer loop (I-95/495) drawbridge> directly over the Potomac River federal navigation channel is> scheduled to occur from July 11, 2005 through December 5, 2005.> During this period, the federal navigation channel will be closed to> all vessel traffic during daylight hours from Mondays through Fridays> and closed to vessel traffic with a vertical clearance of more than> 65 feet at all times. Vessels with a vertical clearance of 65 feet> or less will be able to use the federal navigation channel during all> nighttime hours, as well as Sundays and most Saturdays, depending on> construction activities. In addition, the existing temporary> auxiliary channel (east of the federal navigation channel under a> fixed span portion of the bridge) will remain available to vessel> traffic with a vertical clearance of 45 feet or less (130 ft> horizontal clearance and a depth of 22 ft at MLW), during daylight> hours, Monday through Friday (and Saturdays if the federal channel is> closed). Mariners transiting this part of the waterway may do so,> but at their own discretion. Saturdays during daylight will offer> either the federal navigation channel (65Â’ maximum vertical> clearance) or the auxiliary channel (45Â’ maximum vertical clearance),> based on construction activity. During this period, use of the> Federal channel (65Â’ maximum vertical clearance) during daylight> hours on Saturdays can be arranged by calling Mike Baker,> Environmental Manager, Woodrow Wilson Bridge Project at 202-438-7499,> at least 48 hours in advance of intended transit. Clearances and> opening procedures for the existing Woodrow Wilson Bridge remain> unchanged. Interested mariners can also contact Mr. Ron Houck, U.S.> Coast Guard Sector Baltimore/Waterways­ Management Division, at> telephone (410) 576-2674. Chart 12289.>
The USCG has authorized a Federal Channel restriction for:>
"Starting Monday Feb 21, the Project will be installing submarine> cables across the Federal navigation channel until April 15, 2005.> The auxiliary channel will be open during the day (Vert clearance: 45> feet; Horizontal clearance: 130 feet; Depth: 22 feet MLW) and the> Federal channel will be available to mariners at night. Mariners can> request a daytime Federal channel passage by calling Mike Baker,> Project Environmental Construction Manager, at 202-438-7499, at least> 48 hours in advance, as per the current USCG 'Notice to Mariners'> Alert. Requirements for requesting an opening of the existing> Woodrow Wilson Bridge remain unchanged (Bridge Tender's office:> 202-727-5522).">
During the times listed only the auxiliary channel will be open (see> below for details). When the main navigational channel is closed, > an auxiliary channel is available.>

VA - MD - Potomac River - Woodrow Wilson Bridge:>
Mariners are advised that contractors are continuing construction of> the new Woodrow Wilson Memorial Drawbridge across the Potomac River,> mile 103.8, between the City of Alexandria, Virginia and Oxon Hill,> Maryland.>
The Project has implemented a floating accessway which spans the> Federal navigation channel during daylight hours. The accessway is> moveable and the Federal navigation channel will be open during> nighttime hours and weekends, unless otherwise noted above. To> facilitate free passage of most vessels, the Project has designated> an auxiliary channel to the east of the main channel under a> fixed-span portion of the bridge (45 foot vertical clearance, 130> foot horizontal clearance, and 22 foot MLW depth). Mariners are> advised to follow new auxiliary channel markers carefully. Mariners> are also advised that the floating accessway will extend into the> auxiliary channel when the Federal navigation channel is open.> Mariners can request an opening of the Federal navigation channel> with 30 minutes notice (unless otherwise noted above or by USCG> NTM). To assure passage via the Federal Channel, mariners are> advised to contact Mike Baker at 202-438-7499 at least 48 hours in> advance. Woodrow Wilson drawbridge openings requirements remain> unchanged. The purpose of the floating accessway is to facilitate> safe passage of laborers, equipment, materials, and concrete from the> Virginia drawbridge pier to the Maryland drawbridge pier during> construction.>
Also, a temporary floating causeway, extending from the Jones Point> Park bulkhead to the Virginia-side drawbridge foundation has been> installed and will be in place during drawbridge construction. This> structure is not movable for navigation purposes. Mariners are urged> to use extreme caution when transiting this area for work barges,> exposed piles, and anchor buoys.>
