beltway around Nuevo Laredo MX

I checked Google photos satellites of Laredo TX and Nuevo Laredo MX and I
spotted at the western end of Loop 20 at the customs near the Rio Grande
River than Mexico DOT (or a private consortium?) had built a beltway
starting from the western end of Loop 20 bypassing Nuevo Laredo to the west
side. I don't think it link to the Camino Colombia road since it beginned in
a more northern location.

Also, from Muller Memorial blvd to Camino Colombia, TX-1472 seems to have a
wide median, did TX DOT once planned to upgrade it to freeway while the
current paths will become feeders roads?

Near as I can tell, from some maps and googling, Mexico 2, the highway
along the Mexican side of the Rio Grande/Rio Bravo, used to come from
the northwest into Nuevo Laredo, had a gap (multiplex?) along Mexico 85,
which runs south/southwest towards Monterrey, then went off again
towards the southeast about 20 km south of the center of Nvo Ldo. The
road you see connects the road entering from the northwest to the road
leaving to the southeast by bypassing the city.

That is wider than normal, although it doesn't look quite wide enough
for a freeway to me.

The beltway around NL to the west is a freeway with lots of
cloverleafs, it's a federal highway called the Carretera Reynosa.

MX 85/2 multiplex used to be the main road out of NL, and it's divided
with a lot of separated grade interchanges, but also with left turn
lanes. I just finished a page on MX 85/2 for lonestarroads.com, and
it'll be there soon.
