Despite well-publicized financial difficulties with Orange County's San
Joaquin Hills Toll Road, this policy brief finds that the County's three
toll roads have made a positive difference overall, taking nearly
300,000 cars per day off county freeways. Reason's Robert Poole
explores the lessons learned from Orange County's experience with
start-up toll roads and the implications for any new state enabling
legislation permitting toll roads.

 I drove on Toll 73 last summer. I was impressed with the road, I was
very very very disapointed with the toll collection system though. I
pull up to this nice wide big plaza, and I'm third in line at the
booth. The car in front of me seems to be taking forever. Why?
Because he had to feed dollar bills into a bill slot and put coins into
a coin slot one at a time. Haven't these folks ever heard of a coin
basket? I figured they'd probably take exact change, so I brought
exact change, and wound up spending well over a minute feeding almost
$4 in quarters and dimes into the slot one by one. Next time, I'm just
going to take the 5 directly to the 405, unless I happen to purchase a
FasTrak to complement my ETC transponder collection (you might be a
roadgeek if you have more than 3 types of ETC transponders in your car,
all for occasional use...haha).

 I think they do have coin baskets at the offramps, but they've just
recently added automated collection systems at the barier, if I recall.

I don't remember seeing them on there until sometime in 2004, but I
usually have a FasTrak available so I may just never have noticed them.

The best thing about the FasTrak is that it's made my common car easier
to find in a parking lot.

Yes, that's a silly design. It's really more of a vending machine design,
with a bill acceptor. As far as I know, though, it's only necessary late at
night, because most of the time there are human toll collectors on the job.

CA-261 has coin baskets - or at least it did in 2001 - although I always
did see plenty of Californians unused to using a tollbooth miss the
basket with their quarters while exiting at Irvine Blvd.

At the toll plazas there are usually a couple human collectors, but not
on the on and offramps.

OK, that makes more sense, and makes me feel a little better now! My
experience was at 1:00AM on a Monday morning, probably the most likely
time for toll collectors to be off the job and have the "vending
machines" on. At least these "vending machines" gave change. I still
think a coin basket would be nice though.
