If I read the following map correctly, the interconnected continental highway system already goes to Punta Arenas, which is right across the strait from Tierra del Fuego, and it looks like there are two places where the strait is only 2 or 3 miles wide, and there is a highway system on Tierra del Fuego, and there are ferries at Punta Arenas and Puerto Progreso that connect the two highway systems.
