Iowa to raise speed limit to 70 MPH

 Those who complain about Iowa's current 65 MPH speed limit being too
slow can stop complaining. Today, Gov. Tom Vilsack said that he will
sign House File 826 into law, which will raise the speed limit on
Interstates to 70 MPH while increasing fines for speeding. (IMO, given
Vilsack's past opposition to raising the speed limit, this was probably
the only way it had a chance of passing.)

The new law will take effect July 1. They'll probably phase 70 MPH in
the way they phased in 65 MPH back in the late 1980s, keeping slower
speed limits in cities while increasing the speed in rural areas.

Yay! I spend enough time on I-35, and I-380, that this is a definite
blessing. Does it apply only to Interstates, or to Interstate-standard­
freeways of any designation? (Why am I asking? I could just go read the
law...)

I did. Interstates only.

In checking, I got confused: there are several amendments, and I can't tell
which if any of them actually are in effect. In particular, one amentment
adds a keep right except to pass provision. The enrolled version of the bill
does not contain that. Is it in there?

I second that motion...I also seem to spend an unusual amount
of time on Iowa highways. It seems like you have to go to
Iowa to get anywhere useful from Minneapolis.

 It doesn't matter. Everyone will go 75 on all the four-lanes anyway.
Even if Highway 20 in central/eastern Iowa stays marked as 65, or the
roads with at-grade intersections aren't raised, it's not like anyone
is actually going to pay attention.

I did. Interstates only.

Hmmm....could there be a move to give 3di designations to freeways like the
US 20 freeway? This is the reason I-335 in Kansas exists.
