Interstate 94/WIS 65 interchange to become all-way stop

Craig Holl 20 April 2005 02:38:15
A bad choice of words for the headline. Obviously, the I-94 *ramp*
intersections with WI 65 will become all way stops, not an interchange
downgrade to an all-way stop. I just thought it was kinda funny.

Interstate 94/WIS 65 interchange to become all-way stop
St. Croix County, April 19, 2005
Construction is scheduled to begin the week of April 25 to convert the
eastbound exit ramp from Interstate 94 to WIS 65 (south of Roberts) to an
all-way stop. Currently, traffic on WIS 65 does not stop in the interchange
area.

Due to growth in the Roberts and New Richmond areas, traffic is increasing
on I-94's eastbound exit ramp. Traffic counts indicate the amount of traffic
exiting eastbound I-94 (from the Twin Cities) and turning north onto WIS 65
(toward Roberts/New Richmond) is extremely heavy between 3 and 6 p.m. More
than 400 vehicles make this left turn between 5 and 6 p.m. alone.

These conditions create long delays and concerns about excessive backups on
the ramps, potentially compromising the safety of traffic exiting I-94. An
all-way stop will create gaps in WIS 65 traffic, enabling the high volume of
ramp traffic to turn more freely and prevent excessive backups and delays.

"This is an interim treatment," said Greg Helgeson, WisDOT's District
Traffic Engineer. "Traffic signals are warranted and plans are being made to
install the signals and make lane improvements in 2008. An all-way stop will
greatly improve safety until that time comes."

Next week crews will install the new stop signs on WIS 65, which will be
placed on overhead masts with flashing red lights. "Stop Ahead" signs with
warning flags will be placed on WIS 65, and a changeable message sign will
be used for a few weeks to help remind motorists of the change.

Interesting how this area has grown and how far people will drive for a
morning commute. By a quick MapQuest check, it is roughly 40 miles from New
Richmond to Saint Paul. In comparison, it is roughly 30 miles from
Oconomowoc (in western Waukesha County) to downtown Milwaukee (a commute
more and more are making) and roughly 32 miles from Schaumburg to Chicago (a
commute many many make). Must be a tax advantage to living in WI, though
with the price of gas it might even out. I believe St Croix County is the
fasting growing county in the state. Just kinda interesting.

Well if your commuting from WI to MN, you can just gas up in MN since
you'd be driving there all the time.

According to the recently released estimates, the fastest percentage
growth since 2000 in Wisconsin was in Saint Croix County. Interestingly
(or not), the second fastest was Calumet County.

In the metro we have what's called the MUSA (Municipal Services Area) line.
New water and sewer (and thus exetensive developement) can only be built
within these areas. MUSA is an attempt by the Met Council to regulate growth,
but it also artificially limits land supply, which is one of the reason
housing costs here are going through the roof. One of the side effects is
that developement is simply leapfrogging into areas where the Met Council
does not have jurisdiction; namely outside the 7 county metro area.

I'd bet if you compared the cost of a house in New Richmond compared to one
in the 7 county metro you could buy a lot of gasoline for the difference,
even at todays prices. Trafficwise, the commute isn't too bad and will get
better- the last 4-lane section on I-94 in St. Paul is being widened, and
there are plans to build a new MN 36 / WI 64 bridge and, in the long term,
convert MN 36 to freeway.

Other than the people looking for cheaper housing, you also have the group
that want to live on acreage or hobby farms and still commute to the city.
