Mine seal blowout shuts road in Knott

WATER, MUD, ROCKS COVER KY. 80

SOFTSHELL - A seal in an inactive underground mine collapsed yesterday,
sending water, mud and rocks across all four lanes of Ky. 80 in Knott
County, officials said.

No one was injured and there have been no reports of damage to homes or
personal property, but water gushing out of the mountainside was
eroding the highway, said Sara George, spokeswoman for the Kentucky
Transportation Cabinet in Pikeville.

"There's a wall of water coming off the hill," George said yesterday
afternoon. "For the past three hours, it hasn't let up. Our crew is
trying to construct an earthen berm to prevent the water from coming
across the highway and causing further damage."

Traffic was detoured onto Ky. 550 (also known as old Ky. 80) while
crews worked to stop the water and mud and prepared to repair the
damage.

The blowout occurred in the former James Fork Mine, which was operated
in the 1980s and 1990s by Consol of Kentucky, shortly after noon,
triggering a mudslide at mile marker 17 east of Hindman. Late yesterday
evening, water continued pouring off the mountainside. Darold Slone,
local operations manager for the Transportation Cabinet, said he
doesn't expect the highway to reopen for at least two days.

The water showed no signs of slowing yesterday. It gushed out to the
mine shaft some 100 feet above the highway in a misty white waterfall,
then churned a muddy yellow as it dug into the ground beneath.

"We've got water, rocks and other debris running across all four
lanes," George said. "We don't know how long it's going to be closed."

Kentucky State Police officer Tony Watts told reporters the water
gushing across the road could go on for hours, maybe days.

Unlike the Martin County sludge spill in 2000, when 306 million gallons
of thick coal wastes poured out of a ruptured impoundment into
abandoned mineworks and then into nearby streams, the spill yesterday
contained mostly water, state officials said.

York said he's received no reports of damage to homes or personal
property in the area.

Sediment problems are the only environmental worries at this point,
Natural Resources spokesman Mark York said.

Knott County is in the heart of Eastern Kentucky's coalfields, where
mining, both underground and surface, are widespread.

Once sealed, water frequently collects inside underground mines.

Some mountain residents, including small towns, use such abandoned
mines as a source of water.

York said inspectors have begun an investigation into what caused the
mine blowout and are trying to determine when the water flow will stop.

"I think that's anticipated at some point," he said. "We just don't
know what that point is."
