"Road project recommended"

The Tri-Lakes Area recieved good news this week about one state road
project, but not another.
According to the Missouri Department of Transportation, a statewide
task force recommended Wednesday to move forward with widening US 65 to
four lanes from Hollister to the Arkansas border. However, a second
area project, which would widen MO 13 from Branson West to Kimberling
City, was not recommended.
According to MODOT spokesman Bob Edwards, the task force will make
its recommendation to the Missouri Highway and Transportation Committee
in May. The committee would most likely decide in June what projects
get the green light.
"The 65 project rates very high and will be recommended to the
committee for approval," Edwards said. "The people on the task force
immediately saw the need."
Construction of the $40.5 million project would likely begin between
2007 and 2010.
Hollister City Administrator Rick Zeigenfuss said Arkansas has made a
commitement to make several improvements on 65, as well.
"It's a good-neighbor partnership across state lines," he said.
"This will open up a major corridor from Springfield to Conway, AR.
For our guests and commercial traffic, this is a big deal. This will
help folks get here."
Edwards said MODOT officials and several local officials met with the
task force to make their case for area projects. Each project was
given a high, medium or low priority rating. He said the 65 project
recieved a high rating, while the 13 project was medium.
"We promoted it, but it didn't make the cut," Edwards said. "It's a
project we really pushed."
The project would widen 13 to four lanes from just south of Branson
West to Kimberling City at a cost of $46 Million. The state has
already improved 13 North of Branson West and beyond Reeds Spring.
Edwards said the state has already approved extending that project to
the South side of Branson West. He said work on that project will
likely to begin in 2009.
US 65 is already busy with work. Currently the state, sharing the
cost with Hollister and Taney County, is widening the highway through
Hollister and building an interchange. The $19.5 Million project is
expcted to be completed next year. Earlier this yeah, the state
approved widening 65 from Branson to the Hollister city limit,
including the addition of a twin bridge across Lake Taneycomo to
accomodate four lanes of traffic. Work on that $11 million project is
slated to begin late this year and should also be completed next year.
Edwards said the task force also recommended approval of the widening
of 65 from Springfield to a point near Buffalo.
MODOT District 8 Engineer Dale Ricks said the 65 project to Arkansas,
if approved, will be possible because of the approval of Amendment 3 in
November, which diverted most gasoline taxes to highway projects.

Now... I wasn't aware than MODOT had been considering widening 13 to 4
lanes south of Branson West, but a 2 lane "bypass" around Branson West
(perhaps to the west of town) is an option I would consider a high
priority. Traffic going North to Springfield from Kimberling City
(especially on holiday weekends) can back up from the MO 13-76-265
intersection, all the way 6 miles South to Kimberling, in a deadlock.
Even on offseason weekdays, it gets pretty congested around lunch and
in the afternoon. As far as the US 65 widening, the segment south of
Hollster to the AR line had a project date which was "undetermined"
officially, and still is, but with this study and the passage of
Amendment 3, it would appear to be becoming a reality in the not so
distant future. I would consider the 2007-2010 construction dates to
be a rather accelerated time frame. US 65 is supposed to be upgraded
to freeway standards southward to Arkansas, but I'd imagine a healthy
dose of opposition to limiting access to the highway is going to limit
it to an expressway. Too bad too... there are several intersections
that are pretty dangerous as it is.

Regarding the Amendment 3 legislation... I thought it mandated that all
road related gas taxes go to highway projects. Anyone more in the know
than me care to educate the group on this point?

I wonder if the dean of the medical college at the University of Iowa
doesn't think it's his job to produce doctors or if the dean of the
engineering school doesn't think it's his job to produce engineers.

If memory serves correct, MoDOT has had most of the right-of-way for a good
number of years. That should save some time, not having to hassle with that.

"Most" being the key. There're a few property owners being stubborn,
from what I've heard. One family in particular lives at the end of
Freeman Road, just West of the current carriageway, which is in the
right of way for the Southbound lanes construction. Local talk hints
to them being not very easily dealt with. Not too sure how credible
the gossip is (if there is such a thing as credible gossip), but it
wouldn't surprise me, since most people out here tend to take a NIMBY
approach to road construction.

The sideslope is too great to the East for expansion, plus the current
construction, about 1 3/4 miles North of the pictured ground in the
link above, has the Southbound lanes being built on the West side of
the highway, which would seem to indicate that the state plans on
extending them South from there. There shouldn't be much excavation
along most of the route though, since it was built with future
expansion in mind, back in 1975. I'm not sure if it would be a
feasable option, but I guess a Jersey Barrier divided freeway could
almost be built with very very little excavation needed. It was done
to the North of Branson during the construction of the US 65 freeway

The road in Arkansas is only an expressway, so I don't see such a problem
with the southern MO section being an expressway, as long as there are no
traffic lights on the road.
