Bridge work may be bid on in fall

IRONTON -- Bids could be let this fall and construction start next
spring on a new $73 million Ironton-Russell Bridge.

The bridge, the Tri-State Outer Belt (also referred to as the
Chesapeake Bypass) and 17 major slips along Lawrence County roads were
among the items discussed Thursday during an Ohio Department of
Transportation, District 9, state transportation improvement program
open house at the Ohio University-Southern­ campus in Ironton.

Members of the Greater Lawrence County Area Chamber of Commerce's
transportation committee, KYOVA Interstate Planning Commission
representatives and state Department of Transportation officials were
among those attending.

"The plans are to sell the project in November and for construction to
start in the spring of 2006 on the new bridge," said Kathleen Fuller, a
spokeswoman for the department's District 9 office. "It's scheduled
to take three construction seasons."

Several local businessmen, including Mike Haas, owner of Charlie's
Tires, already are making plans for the new bridge.

"I'm looking forward to it with mixed emotions," Haas said Thursday.
"I think it will be an asset to Ironton."

The new bridge will require parts of South 2nd Street to be closed, he
said. His business fronts on South 2nd Street, so he's planning to
build a new building and entrance on South 3rd Street.

"I plan to start the new building late this summer," he said. "I hope
it can be done by the end of the year. I just hope South 2nd Street
stays open as long as possible."

Bob Clyse, owner of Bob Clyse Oldsmobile, Pontiac, GMC Truck in
Ironton, said the new bridge ramp should give motorists coming into
Ironton a good view of his new and used car lots. He bought the former
Tipton's grocery property where he plans to open a new used car
facility this fall.

"I've been landlocked for sometime," Clyse said. "The bridge will be
a major improvement for our area. It will be something our community
can be proud of."

The highway department already has set aside $35 million for the
project and anticipate the rest of the funds coming from major new
bridge program funds, Fuller said.

Harry A. Fry, District 9 deputy director, said he'll let local
residents decide on what color the new suspension bridge will be
painted.

Repairs to more than a dozen major slips along Phase 1B of the bypass
already has started, Fry said. The state has added an additional $30
million to the $22.1 million limited access road being built between
Proctorville east to Ohio 7 at Fairland East Elementary School.

The project initially was to have been completed this fall, but now
won't be finished until next year at the earliest, Fry said. A
worst-case scenario could have the project not open to traffic until
August of 2007, "but I don't think it will come to that," he said. A
lot of rain, including downpours from two hurricanes, cause the delays.

The road could be realigned to have the eastbound and westbound lanes
built on a different or terraced levels, he said. The department also
needs to buy more land to deal with the slips, he said. The process is
ongoing. "We're moving ahead as planned," he said.

Only two lanes of the road are being built initially, but the road is
being designed for four lanes. The redesign could help lower the costs
for the estimated $30 million in repairs, said Todd Long, planning and
programs administrator for District 9.

Meanwhile, work could begin on repairing slips on a number of state
roads in Lawrence County in the next two to three weeks, said Cecil
Townsend, director of the county's state highway garage.

Several slips are to be repaired along Ohio 7 in Chesapeake could force
traffic down to one lane on the road just to the east of Symmes Creek,
he said. The worst slip seems to be at the 16 mile marker of Ohio 243.
Highway officials are planning to keep at least one lane of the road
open during the repairs, he said.

"We plan to be aggressive and attack the worst of these first,"
Townsend said.

Ralph Kline, a member of the chamber's transportation committee, said
local officials also will seek to amend the Appalachian Development
Highway System to include the bypass and two proposed Ohio River
bridges in the South Point area and the Rome Township area.

The 32-mile section would run from the intersection of Interstate 64
and U.S. 23 south of Catlettsburg, cross into Lawrence County, Ohio, to
the Merritts Creek connection at W.Va. 2 in Cabell County as part of a
proposed outer belt around Huntington.
