 I checked Google maps satellite photos and I spotted than north of Grand
Forks ND, there seems to be a construction along 40th avenue, I wondered if
it might be the construction of a US2 bypass of Grand Forks?

Absolutely no plans for such on the Minnesota side...simply no need.
You were probably seeing the canal that others have mentioned.

As a side note, US 2 already bypasses the bulk of Grand Forks/East
Grand Forks. The current routing was built in the '60s. Granted, new
development has already leapfrogged north of US 2, but there's no need
for a brand new route further north.
