 Just two weeks after options were presented, everyone including city council
is rallying around the north inner levee option. This is an important
endorsement and ensures all political and legal issues are cleared. The
article says construction could begin in late 2007.

Council to support Trinity toll road

Dallas City Council members will affirm their support today for a curving,
nine-mile Trinity Parkway, a toll road they hope will relieve downtown
traffic and provide easy access to future lakes and parks in the Trinity
River project.

And they are poised to recommend the most popular of six proposed parkway
alignments: a four- and six-lane, $691 million highway inside the eastern
levee of the Trinity River floodway.

"It's the one most everyone agrees on," said Rebecca Dugger, director of the
Trinity River project. "And that means it's going to be the one that gets
done."

The parkway plan still must be vetted by the North Texas Tollway Authority,
which is overseeing the project, and must win federal approval.

But transportation officials say today's council vote is the most important
step. If the alignment is approved, they say, construction could begin in
late 2007 and be completed by 2011.

"This is the city of Dallas' preferred alignment, and that holds a lot of
weight," said council member Ed Oakley, chairman of the city's Trinity River
Committee. "If we move forward and this gets built, this will be what it
looks like."

Under the council's preferred alignment, the Trinity Parkway would begin at
the confluence of Interstate 35E and State Highway 183, and end at U.S.
Highway 175. The toll road, which would be sized for 2025 traffic
projections, is expected to help ease congestion on I-35E and the I-30/35E
mixmaster, and provide alternate routes into Oak Cliff, southern Dallas and
downtown.

The 55-mph roadway would be six lanes until Continental Avenue, where it
would narrow to four lanes. And it would link to park amenities in the
future Trinity River project and to proposed signature bridges at the
Woodall Rodgers Extension, I-30 and I-35E.

Downtown hotels and businesses will have the ability to "deck-out" - to
build over the roadway and connect into the Trinity River park, Mr. Oakley
said. And while the toll road will run inside the "heel of the levee" on the
downtown side of the Trinity River, Mr. Oakley said, the Oak Cliff side will
see the benefit of a levee-top road, scenic views into downtown, and the
potential for elegant development right up against the water.

"This accomplishes the needed reliever of traffic, and economic development
of the entire project is enhanced," he said.

Industrial Boulevard will feed directly into the toll road, Ms. Dugger said.
This will open the door for much-needed revitalization in the city's design
and warehouse district, she said.

"It's going to be seen by thousands of people every day, and developers are
going to see that," Ms. Dugger said.

The tollway authority and state and federal officials held a public hearing
on the six proposed alignments on March 29. After the council makes its
recommendation, the tollway authority could sign off on the alignment as
early as April 20, said Chris Anderson, director of planning for the agency.

"What it means is that then we can proceed with more detailed evaluations
and additional study," he said.

Ms. Dugger said she doesn't foresee any complications with the tollway
authority. And for Mr. Oakley, today's vote will be quick and easy.

"I see a unanimous vote," he said. "I think we're ready."
