NCDOT delays I-85 widening

A plan to widen Interstate 85 in Davidson and Rowan counties starting
late this year has fallen prey to the N.C. Department of
Transportation's chopping block due to a statewide cash-flow
emergency.

The $180 million project will be pushed back until after 2010 when the
state's Transportation Improvement Program is revised this month, said
DOT Division Engineer Pat Ivey. Local transportation leaders hope to
find alternate funding to speed up that timeline, but where the money
will come from is anyone's guess.

The I-85 project includes widening a 6.8-mile stretch of the
interstate from four to eight lanes from Long Ferry Road in Rowan
County to the I-85 Business Loop split in Lexington. It also calls for
constructing two new bridges and abandoning two older bridges on
Highway 29-70 into Spencer.

Both Ivey and Nancy Dunn, the Division 9 representative on the N.C.
Board of Transportation, consider the I-85 project a top priority. But
its high price tag meant funding the construction as scheduled would
delay all other highway projects throughout the division, which covers
Davidson, Forsyth, Rowan, Davie and Stokes counties.

Projects that received preference over the I-85 widening include
construction on Interstate 40 Business Loop and Highway 52, both in
Winston-Salem, Ivey said. Construction on a state section of the
future West Lexington bypass was spared from project cuts but will be
delayed.

Construction on the West Lexington bypass was scheduled to begin in
2009. This month's revised TIP will show right-of-way acquisition for
the bypass beginning in 2009, with construction starting in 2011, Ivey
said.

Dunn said funds for the project could come from one of two options: a
new cash source - such as taxes, tolls or federal money - or by
changing the funding process for interstate projects.

Funds for interstate improvements are currently distributed through
the same equity formula used for local road construction projects,
Dunn said. The I-85 widening delay, she said, should illustrate her
funding concerns to the state Legislature.

"The bearer of the maintenance and expansion on those roads
(interstates) should not fall to the local division as a local
priority," she said.

The I-85 project will be completed as a design-build project, meaning
some construction can begin before final plans are completed to
expedite the process.

My recollection of that section of I-85 is that it is decrepid,
overcrowded and severely substandard. Even at the the cost of delaying
other projects, this one should be kept on track.

Another article in the Lexington paper pointed out that this project
would have taken all the funding available for the division had it
been kept on schedule. No other projects (widening, bridge
replacement, safety, etc) would have been funded for the next three
years. That is the consequence when the funding dries up; hard choices
must be made.

This is absurd. The road is heavily used, in rotten condition, and
dangerous as heck.

But I guess the money's going to four lane Mark Basnight's driveway at
his beach house...
