Website Article Updates - Hampton Roads Crossing Study

 I made updates to my article "Hampton Roads Crossing Study".

The Hampton Roads Crossing Study addressed what cross-Hampton Roads
highway project would be needed to address future traffic needs after
the completion of the I-664 Monitor-Merrimac Bridge-Tunnel crossing in
1992.

In 2004, two public-private proposals were submitted to build the Third
Hampton Roads Crossing, a proposal, pursuant to Virginia's
Public-Private Transportation Act (PPTA).

VDOT received an unsolicited PPTA proposal from Skanska/Washington/­BAM
(SWB), on June 30, 2004, to develop Candidate Build Alternative 9.
Fluor Virginia, Inc. submitted a competing proposal to develop Candidate
Build Alternative 9 on October 7, 2004. Each consortium proposes
beginning construction in 2007 and completing all construction by 2013,
and SWB says that they can develop the entire project for $3.671
billion, and Fluor Virginia says that they can develop the entire
project for $3.18064 billion.

All options propose tolls on the new crossing, one of the Fluor Virginia
options would require no public funding and would institute tolls on the
new crossing, the I-64 HRBT, and the I-664 MMMBT, and all the other
options would require at least some public funding and there are various
options as to which crossings would be tolled.

These were unsolicited PPTA Conceptual Proposals, and VDOT evaluated the
two conceptual proposals, and then decided to invite the submission of a
PPTA Detailed Proposal from both proposers.

On February 17, 2005, the Commonwealth Transportation Board (CTB) voted
to move both of the private sector proposals to build the Hampton Roads
Third Crossing, to the next stage of review under the Public-Private
Transportation Act (PPTA), where VDOT requests the submission of
detailed proposals from the proposers, and after the detailed proposals
are received, an advisory panel consisting of transportation experts and
policy-makers will review the detailed proposals. I added information
