One-way Tolls to be Added on Garden State Parkway

"One-way tolls to be added on parkway"
_Philadelphia Inquirer_ - Mar. 30, 2005
Excerpts:

'The New Jersey Turnpike Authority plans to implement one-way tolls on
the southernmost leg of the Garden State Parkway as a way to ease
congestion for Shore travelers.'

'Under a plan confirmed by turnpike officials yesterday, either
northbound or southbound drivers would pay 70 cents at the New Gretna,
Great Egg and Cape May toll barriers, which now require drivers to slow
down and pay 35 cents in each direction. Officials said they hoped to
have the conversion complete before the summer of 2006.'

'The cost and design of the one-way tolling will be detailed in a
$100,000 engineering report due in mid-June, officials said.'

'"Once implemented, this should really help the flow of traffic,
especially during the summer season," said Michael LaPolla, the turnpike
authority's executive director. "It's been extraordinarily popular
elsewhere where we've done it. The less stops you have to make, the
better."'

'The authority implemented one-way tolls last year at the Asbury Park
and Raritan plazas and this year at the Union plaza. Drivers now pay 70
cents northbound at Asbury Park and Union and southbound at Raritan.'
...

'He said converting the three southernmost plazas should cost less than
$5 million each.'

Codey also announced plans to convert the GSP's Essex Toll plaza to one
way tolls this year, two years ahead of schedule. One of the reasons
he gave for pushing the conversion up: "I lives in Essex. 'Nough
said."

The reasoning for delaying the project till 2007 was to give NJDOT or
the Turnpike Authority (who runs the parkway) time to complete a
widening project on a ramp further north, from 1 lane to 2 lanes. When
the toll is converted this year, they will start collecting tolls one
way - 70 cents - but will delay building or opening Express EZ Pass
lanes until the widening project is completed, to prevent excessive
jams at the ramp.

Which ramp would that be? There's not much traffic getting off at 149
or 150 (Belleville and Hoover Aves. - if those are even NB-off). I've
never seen a buildup at Watchung Ave., which doesn't have a NB-off/SB-on
toll anyway. Then you get to 3, 46, and 19; of those, only 19 COULD
have a two-lane offramp, and I see no reason for it.

I was thinking I heard the I-280 ramps were going to be widened, but
that is South of the Essex tolls.

GK
Well, given that the Essex toll would be one-way SB, it makes more sense
that the jam would result south of the tollbooth. However, I've never
seen a significant problem SB-off at Exit 145 - it's always NB-off/SB-on
that's the issue, and I don't think they can fix that due to the
cemetary (ideally, there would be five full lanes, 10' width minimum,
merging to/from four further south).
