'State officials are so serious about meeting construction deadlines for
the Hall of Fame Drive and James White Parkway project that they've
created a SWAT to oversee the effort.'

'But the Tennessee Department of Transportation SWAT group won't be
armed with automatic weapons and armored vehicles used by law
enforcement.'

'TDOT's SWAT - Strategic Work Acceleration Team - is fully armed with
years of experience and a desire to see the state's most expensive road
project become a model of cooperation.'

'"To get issues resolved and answers quicker than ever before, that's
the purpose of this team," Pete Falkenberg, TDOT's assistant director of
construction, told the group Tuesday. "We're all about cooperation and
coordinating our efforts, that's what this team is all about."'

'Speed is the catch phrase associated with anything connected with this
project. Even awarding the $85 million contract for the project was
accelerated. TDOT officials had hoped to award the contract by March
25, but instead gave the project to Ray Bell Construction Co., Inc. on
March 22.'

'"We're cutting the red tape," Falkenberg said. "The idea is to get two
or three people on a problem when one comes up."'

'Falkenberg's SWAT consists of about 27 people in Knoxville and 13
others in Nashville. The team includes representatives from the city of
Knoxville, TDOT, Ray Bell Construction, design consultants and the
Federal Highway Administration. "Most people don't understand the
complexities of road construction," said Travis Brickey, TDOT
spokesman.'

'From drainage questions to arranging a quicker way to get permission to
change a work order to moving utilities to monitoring the water quality
of First Creek, the SWAT is tasked with finding ways to do things
quicker.'

'While speed is the goal, Falkenberg stressed to the team he wanted to
make sure the public is kept informed of the project.'

 It's a big one, to say the least. There will be an additional lane each
direction on I-40, Hall of Fame Drive is a totally new city street.

I-40 will be completely closed in the project area for up to 14 months
sometime in 2008-2009.
