In a costly effort to avoid trampling some of the Memphis area's most
sensitive wetlands, Tennessee officials plan to build a highway bridge
over the Wolf River that will be so long it could traverse many
stretches of the Mighty Mississippi.

The length of the planned Tenn. 385 span on the northern edge of
Collierville will be 3,200 feet -- some six-tenths of a mile. That's
more than four times the 720-foot length initially planned.

But the length isn't the only aspect of the bridge that's growing: The
change will add as much as $12 million to the cost of the highway project.

"It's a big one. It'll span 91/2 acres of wetlands," said Tennessee
Department of Transportation biologist Matt Richards.

Tenn. 385 is a four-lane, interstate-grade highway being built as a part
of an outer loop around much of Memphis. The bridge will be included in
a seven-mile section between Tenn. 57 and the Macon Road area that's
estimated to cost between $53 million and $63 million.

Within the next month or so, TDOT is expected to apply for a federal
Clean Water Act permit authorizing the bridge. No timetable for the
beginning of construction has been set yet.

TDOT revised its plans for the Wolf crossing to minimize damage to the
wide swath of forested wetlands on either side of the river. Bridging
swamps is more expensive than putting the highway on earthen fill. But
it allows for the ebb and flow of water between the river and its
bottomlands, which is critical to aquatic life and waterfowl.

The bridge plans won praise from environmentalists. "We're excited about
any effort to lessen the impact to the Wolf's wetlands," said Keith
Kirkland, executive director of the Wolf River Conservancy.

The extended bridge is not the only component of TDOT's efforts to
reduce wetland damage. The alignment for most of the highway is far to
the east of Collierville-Arling­ton Road. But at the Wolf, it swings
westward so the bridge can be built adjacent to the existing
Collierville-Arling­ton span.

"If you've got to cross the river, and you've already got a major
crossing like (Collierville-Arlin­gton), the closer you can stick to
that, the better," Richards said.

To compensate for the swamp acreage that does get harmed in the project,
TDOT has purchased credits in a wetlands mitigation "bank" -- a site
where previously drained areas are restored.

Roger Allan, a biologist with the Corps of Engineers, which would issue
the Clean Water Act permit, said the bridge has been the topic of
discussions with TDOT officials. The talks were conducted "just to make
sure any wetland impacts will be minimized," he said.

Good to see that TNDOT is starting to follow in NCDOT's footsteps.
We've been routinely bridging wetlands for over half a decade now,
even though the cost has been estimated to be over $100 million so
far. One of my projects had a 100' long bridge get extended to nearly
1000' just to span a wetland.
