Budget cuts hit Charlotte road projects

Years of construction delays would hit virtually every major
Charlotte-area road project under a budget-cutting plan being
considered by the state Transportation Department.

The draft Transportation Improvement Plan includes these proposed
delays:

• The last leg of the outerbelt in north Mecklenburg County would not
be started until 2011, a three-year delay.

• The widening of the outerbelt's jammed southern leg would be delayed
until at least 2012. That project has never had a construction date.

• The project to convert Independence Boulevard to an expressway from
Albemarle Road to Idlewild Road would be delayed two years, to about
2012.

And delays would affect a range of key regional commuter routes,
including Brawley School Road in Iredell County, Poplar Tent Road in
Cabarrus County and N.C. 16 in Union County.

That's all according to a draft of the department's budget reviewed by
the Observer. N.C. DOT spokeswoman Ashley Memory cautioned that the
seven-year plan, which would take effect in 2006, is "a working
document" and can change.

Sixteen major projects would be delayed, while most of the 10 that
would remain on schedule are less costly jobs to repair and resurface
portions of Interstate 77, I-485 and I-277.

A final draft will be released April 6 and the public will have two
months to comment before the state Board of Transportation approves
the document on July 7. Public hearing dates and locations in the
Charlotte area will be announced soon.

Under the tentative plan, highway spending would drop statewide by
about $1 billion over the next seven years -- a 10 percent reduction.
The five-county Charlotte area would lose $109 million, a 10.8 percent
decline.

Other metropolitan areas would see bigger cuts. The seven-county
Raleigh-Durham area would lose $198 million, an 18.7 percent drop. The
five-county Greensboro area would have $283 million less, down 26.8
percent.

N.C. DOT faces two financial problems.

First, it has spent about $1.2 billion annually for the past few
years, about 20 percent more than usual, to speed up road construction
and resurface highways. This used up much of its financial reserves.

And in the case of Charlotte and some other areas, the department is
reclaiming money that it loaned over the past few years when road
projects in other parts of the state were delayed.

Other problems: higher construction costs driven by escalating prices
of petroleum, asphalt, cement and steel.

Here's a look at some of the proposed delays in counties around
Mecklenburg:

UNION

• Monroe Bypass would slip a year, starting in 2006.• The connector
between I-485 and the Monroe Bypass would be delayed two years,
starting in 2012.

• N.C. 16 widening from I-485 to Rea Road in Union County would be
delayed one year, starting in 2007.

GASTON/LINCOLN

• N.C. 150 widening and relocation would be delayed from 2008 to 2012.
Part of that project is now under construction.

CABARRUS COUNTY

• N.C. 49 widening delayed one year, now proposed to start in 2011.

• Poplar Tent Road widening delayed three years, would now start in
2011.

IREDELL

• Improvements to the I-77/I-40 interchange would be delayed a year,
to 2008.

• Brawley School Road widening delayed a year to 2008. The cost would
increase from $46 million to $82.5 million.

CLEVELAND COUNTY

• Land purchases for the U.S. 74 bypass around Shelby would be delayed
a year, starting in 2008.
