 In doing research for TEA-LU, I found the "Federal-Aid Policy Guide".

Click on "Title 23 - Code of Federal Regulations (and Non-regulatory
Supplements) Table of Contents", then click on "470" in Sub-chapter E,
then click the anchor link "Appendix A to Subpart A of Part
470-Guidance Criteria for Evaluating Requests for Interstate System
Designations Under 23 U.S.C. 139 (a) and (b)", you'll get "[T]he
general criteria to be used to evaluate 23 U.S.C. 139 requests for
Interstate System designations".

Two questions, though:

- Does the "470" refer to part of Title 23 or a supplement to it?

- Does this section still have any meaning? I ask because it refers to
Title 23, Chapter 139, but if you go to

and access that chapter by typing in "23usc139" without the quotes,
you'll see that it was repealed in 1998.

It refers to Title 23 of the Code of Federal Regulations, sections 470.001
through 470.115. See

My guess is that while states can no longer can make Interstate designation
requests under 23 U.S.C. section 139, Appendix A provides at least
non-binding guidance on how FHWA will deal with other kinds of designation
requests, so it's useful even if it's technically irrelevant.

Also, it's possible there are some lingering Interstate designation requests
made before the repeal of section 139, that FHWA might still have to deal
with someday. Federal agencies often keep "transition rules" to deal with
old situations, sometimes much longer than needed.

Whether FHWA left Appendix A in CFR deliberately for these reasons, or just
out of inadvertence (believe me, that happens a lot around here), I don't
know.
