I think that it might be more than that, since it appears that the plan
was to make any major east-west Interstate between I-x0s (or, in I-4's
case, an I-x0 and the end of the U.S.) an I-x4, since I-x5 was out due
to being odd. Compare the I-x4s and I-x6s, and, for the most part,
you'll see that it works.

Why I-4 got that number rather than the longer I-8 may be due to the
facts that I-8 is more northerly than I-4 and that the Southwest U.S.
had significantly less population when the numbers were assigned
(Florida had less as well but IIRC the Southwest had less than
Florida). Note that this is how it's been since the beginning:
