I just read in the local newspaper that there are 3 intersections here
in Montgomery County MD as part of the study. None of them are
intersections that I use so I haven't seen them yet. I hope to see a
flashing yellow arrow sometime in the next three years.

I've yet to hear a compelling explanation for why the green ball is
insufficient. It's been used for decades to signify a permissive
unprotected left turn. Everyone understands it, or if someone doesn't
they can be just as easily educated as to its meaning as to to have to
re-educate the entire driving population as to what this friggin'
flashing yellow means. IMO simpler is better.

In 35 years of driving I can't recall ever seeing a flashing yellow
left arrow to designate a permissive left. But in all of those states
(all but three) I've always been able to make a left on a green ball
(where permitted). So ISTM we already have a nationwide standard: Green
ball.

 I agree. Although, here in Tucson we do have flashing yellow arrows to
indicate semi protected right turns at several large intersections as
well as a flashing yellow arrow at 22nd St. and Randolph Way to
indicate a protected left turn (proceed with caution if pedestrians are
present) from SB Randolph to EB 22nd St. Both of these uses though,
assume that more likely or not the turner is going to have the right of
way (as in proceed with caution) as opposed to this new usage where the
turner may have to wait until the solid yellow arrow/ball in order to
proceed.

 If you approach an intersection with a yellow blinking light, it's
understood that you should slow down and proceed, while the
intersecting street has a blinking red light, which means stop. This
is standard in all 50 states.

So, based on that, if I were to see a blinking yellow arrow, I would
slow down, but figure it'll be safe to turn. I would naturally assume
that the opposing traffic would have a blinking red, and can only
proceed when no one is coming from the opposite direction.

I know of at least one place where this happens in practice (Ashtabula,
Ohio).
