The $38 million dollar project is expected to be delayed when the
state's next 7 year construction plan is announced on April 6th. If a
flyover is built at the US 521 interchange that cost raises to $72
million.

A few itneresting points deeper in the article:

"The state's loop-building fund will be $1.2 billion short over the
next seven years, engineer Calvin Leggett told the transportation
board.

Leggett would not say when I-485's southern leg would be widened or
whether the budget shortage would delay construction of the outerbelt's
final segment, from N.C. 115 to I-85 in northeast Mecklenburg.

That $150 million project is currently scheduled to start in spring
2009, with completion in 2012 or 2013. That date may change on April 6,
when the state releases its proposed construction schedule for the next
seven years."

I was told that at the current spending rate, NCDOT would be down to
$50 million in the reserve fund by the end of the year. I've also
been told that our target budget for the next three years will be
around $630 million/year, which is about 30% lower than what has been
spent the last 3 years. There may be more reductions in funding past
then, but for now they're looking at just that time period. Many,
many projects will be delayed as much as 3 years.

We were also informed that as of that moment, projects are to be
austere and cost savings considered whereever possible; no more
automatically agreeing to additional design requests from
agencies/towns/citi­zens that would add to the cost of a project. Once
the project scope is determined, that's it. Further increases in the
project size (i.e. project creep) must be 100% justified by the agency
making the request, and even then it may not be approved.

NC is in for a tight road building budget for perhaps the rest of the
decade, it appears.
