NC Superstreet project delayed

A project that would eliminate left turns at what has been called the
town's worst intersection is still worth pursuing, the state Board of
Transportation decided Thursday.

But board members wants to know why bids have twice come back much
higher than the engineer's estimate, $3.64 million, before they send
it out a third time.

The study will push back the original May 2006 completion date for the
so-called Superstreet project at the convergence of Erwin Road, Europa
Drive and U.S. 15-501. The clogged, confusing intersection is the
gateway to Chapel Hill for many.

Though Brad Wall, a Department of Transportation construction
engineer, said the project was "pretty tough," he said he doesn't know
why bids are so high.

The board on Thursday rejected Triangle Grading and Paving's bid of
nearly $5 million. The company was the only one to submit a proposal
in the second round of bidding, and it was 37 percent higher than the
engineer estimate.

The low bid during the first round of bidding was about 30 percent
over estimate, Wall said.

Nearly all work will have to be done at night because it is a
high-traffic area that handles more than 60,000 cars a day, Wall said.
"Of course, night work is not unusual," he said. Skyrocketing
construction costs could be to blame, Wall said.

"There's also a lot of asphalt work to be done," he said. "It could be
a market factor."

Projects like this, in my experience, end up with high prices because
they aren't cut and dried. Lots of traffic control restrictions, night
work, widening of existing roads while traffic is on them, all adds up
to higher costs. Not to mention the higher material costs as well.

Not really. I've had this happen several times on different projects.
Each time, the project was simply re-advertised, even the second time
around.

Funny... I've done contributing work on more than one project that was
re-estimated, and I've only worked in true civil engineering for <5
months. Maybe it's a DOT by DOT case, where some don't like re-estimation?

Funny... I've done contributing work on more than one project that was >re-estimated, and I've only worked in true civil engineering for <5 >months. Maybe it's a DOT by DOT case, where some don't like re-estimation?

On the project I had that was re-bid three times before getting a
contract on the fourth try, after the third time the bids came too
high we were asked if there was anything that could be removed to make
the project more attractive to contractors. Since it was a widening
project of an existing road in the middle of Asheboro, we said there
wasn't anything that could be removed. The costs were high due to the
complicated traffic control plan and the difficulties in adding on to
the existing drainage system, according to the contractors which were
asked why their bids were so high.
