Snake Oil and illegal to boot.

If they don't work, why are they illegal?

False advertising. The real shield doesn't cover only one spot, and
it's expensive.

People will define "success" in all kinds of funny ways. Like it looks "kool".

I've observed drivers in Michigan with them once in a while. Over time, the
clear plastic will turn a yellow-brown so that the plate can barely be
read. If that was the manufacturer's intended use, I'd say it works well.

Not illegal where I live, but probably not useful either.

The one plate cover I tested did not prevent laser lockon.

The laser beam doesnt have to lock on the target,
it just has to reflect off it.

My arguably suboptimal word choice obviously invalidates my
entire experiment. Pelase disregard my above quoted message.

What does this statement mean, exactly? One spot?>

There are other things that reflect the laser bsides your front plate.
I was zapped today and my state does not use front plates.(Florida)
My Valentine-1 did detect it,though.That's how I knew I was laser-zapped
and not radar-zapped.I did not get any -advance- warning, though.
(I already knew there was LEO enforcing the 25mph speed limit, though.)

Did it reduce the "Successful speed measurement" range so that you would be
able to slow after getting a laser detection on the RD/LD?

At some point,a filter would eventually pass enough laser pulse to get a
measurement;it's not going to completely eliminate reflection.
Or the pulse could have been reflected off some other part of your car.

"Interfering with law enforcement".

That would be a tough one to prove. In many states it is illegal to put
any type of cover over you plate. That is much easier to prove.

I believe Florida has such a law about "interfering with law
enforcement",in regards to laser or radar jammers,Photoblocker spray, and
flashing headlights to warn oncoming traffic about speed traps you passed.

I'm pretty sure this is not illegal anywhere in the US. I swear there was a
case that went to court and was thrown out because the driver did nothing
illegal.

Cases have gone both ways, generally based on the narrow issue of whether
flashing headlights is a violation of the statutes governing use of high
beams.

The only one I specifically remember is Pennsylvania, where the "dim
headlights for nearby vehicles" law was found not to prohibit brief
flashes as a signal in the daytime.
