What happens if you ignore speeding tickets?

 Friend of mine from Chicago tells me he has 2 old speeding
tickets (got them in IL) he hasnt paid. I told him he can
get arrested (handcuffed and taken to the police station)
next time a cop pulls him over, but he doesnt believe
it is an arrest kind of offense.

Am I right, or is he?

Depends.

If he gets pulled over in chicago, most likely. If gets pulled over in IL
very likely. If he's living say in Idaho, I doubt any police agencies
there will care. But some level of risk remains.

While I'm not familiar with Illinois law specifically, it certainly IS
an arrestable offense in Texas (FTA, or failure to appear - you don't
have to appear if you pay the fine by mail), and I would expect it is
in most other states as well.

The judge issues warrants for everyone who hasn't taken care of their
tickets and doesn't show up in court when scheduled to.

Back in the '80s, a friend of mine had unpaid tickets and was pulled
over on his way to the airport. He was able to avoid arrest because
he was able to pay the tickets right there, but I wouldn't count on
doing that and he was still detained for a while. I don't recall
now, but I imagine he had to pay more for his FTA as well.

Every once in a while, cops will make sweeps of people with
outstanding warrants, usually with lots of publicity (sometimes even
before the sweeps) in an attempt to make people comply without the
hassle of going out and rounding them all up.

Contact the Illinois DMV and ask, or check that agency's web site to see
if you can locate the information there.

i had an unpaid speeding ticket , 68 on a stretch of 55 freeway, and i
got stopped much later and as soon as they determined my identity they
slapped the cuffs on and away i went to jail. spent a few hours there
until the g/f bailed me out. this is in CA.

Speeding is usually not something that will get you arrested. Not showing
up to court when you are supposed to is an arrestable offense. Chances are
they are not going to go out looking for him, but if he ever gets stopped
by a cop for any reason, he will go to jail.
