MFFY Sloth in minivan

 I'm driving on a two-lane roadway which is a 70 km/h zone. On a side
street, a minivan driver fails to stop for the stop sign and pulls out
in front of me at a speed of about 30 km/h; there was no traffic behind
me. If you're in such a hurry that you need to run a stop sign, then
you should really be speeding on the main road. This minivan driver
wasn't, and instead continued driving at a slow 60 km/h. The minivan
driver then started flashing its brake lights and drifting toward the
wrong side of the road. Then it started slowing down near a side street
on the left. There was no opposing traffic, but the Sloth driver was
stopping instead of turning. Maybe it didn't understand this stopping
thing when it saw the stop sign earlier, and was now trying to stop like
it should have before. I honked at the minivan and the expected
happened. The Sloth driver began to turn slowly and stopped while
blocking part of both lanes, honking at nothing in front of the minivan.
After I passed it on the shoulder, the Sloth driver continued blocking
the road.

Maybe they were having a medical emergency?
