Rt. turn signals stay on in my 1998 dodge avenger

 as soon as the car is started and remain blinking in all 3
positions...rt-nuet­ral-left...all bulbs are working and fuses are
good...any ideas would be appreciated.

 i worded that wrong...the right turn signal stays on in all 3 positions,
meaning that when i attempt to turn it off, it stays on, and when i
attempt to turn on the left signals, the right continues to blink.

Most likely bad multifunction switch. How are the 4-way flashers and windshield
wipers?

 the hazards and wipers are working fine...could it be a faulty 2 or 3 pin
(thermal) flasher unit?

In the steering column; it controls the wipers/washers, turn sigmals, 4-way
flashers.

 sharon i really appreciate your help...how difficult is it to gain access
to the sterring colomn to change this..? can i do this with minimal
difficulty?

No, as it would affect all flash modes, left, right, and 4 way.

To get at the multi-function switch you will have to take off the column
cover. It is the cover behind the steering wheel going to the dash.
Use a LONG Phillips (star) screwdriver and remove the two screws from below
the column. Then pry the bottom and top apart. You will see the large black
switch wrap around the top of the steering column. disconnect the wiring
from the switch and remove the screws holding it in. reverse procedure to
install the new switch.

Check the wreckers (scrap yards) for a multifunction switch. Or Ebay

 i put in a new multi-switch and it didnt solve the problem...could it be a
relay switch issue instead?

I would see if there are any fault codes in the BCM before you start
throwing parts at this vehicle, That would have to be done with a scan tool

These are codes (a letter followed by numbers) that can help a technician
diagnose a problem.
The BCM is the Body Control Module. usually if a code exist, the "Check
Engine" light may have come on for a short time, or just may stay on, storing
a code.
Your problem may be a relay, but equally it could be a short in the wiring.
These vehicles were also equiped with a security feature that would do this
Blinking of the Signals if activated.
