Fairly standard really.

The oil filler tube also doubles as part of the "crankcase" ventilation
system. Vapors from the hot oil (some of which is water vapor) get drawn up
from the sump area, pass through the tube, and then via hose to somewhere on
the intake system. When the engine shuts down, water vapor rises and settles
under the fille cap (highest point).

Nearly every rotary engine I've pulled the cap from exhibits this to some
degree. Depends on local weather conditions, oil condition, driving style,
plus any modifications you do which may upset the standard ventilation
system.

A little condensation is OK but if you start seeing heaps of soapy foamed
oil you have problems.....
