BMW are to put a compound turbo on a 3L inline 6 petrol engine.
330bhp from 3L is 110bhp/L. The OPC compound turbo Diesel makes
112bhp/L. In 1999 the ball bearing T28 on a Nissan SR20DET as used in
the S15 Silvia sold in Japan and 200SX sold in NZ made 125bhp/L. A
petrol compound turbo should be making over 150bhp/L so BMW are giving
short measure by 120bhp as a 3L engine should make 450bhp. 110bhp/L
was competitive for a turbo 11 years ago but not today.

Flexibility over outright power (although with twin turbos, maybe not)
Service intervals / reliability
Emissions
Fuel consumption
Insurability
Not treading on the M3's toes

The last, I reckon.

Just because it *can* be done doesn't necessarily mean that they need to
do it. Honda sell Civics with both 197bhp and 160bhp 2.0 litre VTEC
engines. 100-110 bhp/l seems about standard for mainstream turbocharged
petrols; Focus RS, Megane, Golf GTi, hotter Astra, etc.

Sequential turbo's - One for 'low' revs and the other for 'high' revs.
Flexibility should be very high with very low lag... (ala 535d)
