Absolutely. There are two main things which determine the appropriate
speed: physics (how bendy, steepness, junctions and so on) and social
considerations (location, other non-car users and so on). Speed bumps
and other traffic calming measures are used to make the phyically
appropriate speed the same as the socially appropriate one. If used
correctly, of course - it's possible for the measures to be either too
severe or too lenient.

Not something I have experienced, but different councils do seem to
have different ideas, so I am quite happy to accept your word that
daft speed bumps are in use in some places.

More efficient does not mean lower fuel consumption. It just means the
engine is making better use of any quantity of fuel at a given speed i.e a
stroke that produced more power than the last, but created less heat would
be more efficient than the last.

So at 2500rpm, the engine may still well be using more fuel than @ 2000rpm,
but just being more "efficient".
