64 soleniod bench check

 How do you bench check a 2 wire 64 soleniod. I can check a 3 wire OK
but either this one is bad - or I don't know how to check it. I have
the matching governor too, if that helps. It's used - how much is it
worth,, that is, if it is any good?

 You should have said "overdrive"!
12V on one of the connections should operate the solenoid, with the case
grounded. The other connection should be ground only when the solenoid
operates.
As I understand it, the two wire type brings one side of the operate
winding out, to a terminal or connector. The other side is grounded
internally. The second connection is a ground when the solenoid is
operated. It's used to ground the ignition points through the kickdown
switch, so you can shift out of OD.
The three wire type brings both sides of the operate coil, out.
