 Every time it rains or there is a lot of moisture in the air my cougar will
not start. Any other time the car runs like a champ and gets great gas
mileage too. If anyone out there knows how to fix this problem I would
really like to know. I have had it to several dealerships as well as
other mechanics and not a one of them can figure out what the problem is.
I am thinking something like a cracked coil maybe or a malfunctioning mass
airflow sensor, but that is just a guess at this point.

 Try replacing the distributor cap and rotor. I own an '89 with 150K and
haven't had the problem myself, but my aunt owned a '90 that wouldn't start
in wet weather and it turned out that the distributor cap was cracked or not
seated properly, allowing moisture to get inside.

 My car would not start in the rain either. I changed the spark plug wires
and the distributor cap on my car and now it starts in any weather.
